How this promo reached collectors
Surfing Pikachu #28 is cataloged as a Pokemon League promotional card. This is a Black Star promo, not a PRERELEASE-stamped expansion card.
BEFORE YOU BUY
Match the print, not just the number
Check the English language, card number, artwork, finish and Black Star Promo symbol. A shared card number does not mean two prints are identical.
SEALED VS RAW VS GRADED
The packaging matters
A loose card, a PSA or CGC slab and a sealed promotional package are different things. This page does not verify a particular sealed wrapper or guarantee a matching listing.
