How this promo reached collectors
Base Set Raichu (14/102) is a historical exception, not a documented normal public prerelease handout. In November 2023, CGC reported authenticating two examples and tracing their provenance to former Wizards of the Coast employees. CGC described accidental test stamping as its reconstruction of the origin; it could not prove the reported production count of 11. This catalog does not independently authenticate any card or generalize CGC's finding to other examples.

Require documented provenance and expert authentication. A PRERELEASE stamp alone is not evidence that a Base Set Raichu is genuine.
